Overview
Picarto.tv is a German live streaming platform for artists and other creative people. The operator is 3Logic Systems GmbH, and claims against the service are handled under German law. The site's press section dates the founding to 2013 and describes Picarto as «the first platform to put the emphasis on creative streaming» — that is the platform's own claim about itself.
The difference from general-purpose streaming services is fixed right in the terms: «Picarto.tv is a creativity-oriented site, so the main part of your broadcasts must be related to creativity»; games are allowed only with "gaming mode" turned on, which moves the channel into the Gaming community. This is not a decorative rule but a condition of staying on the platform.
The Picarto site is an application assembled in the browser: the terms, policy and pricing pages return an empty shell without scripts running. The quotations below come from the language file that the site loads itself — an official resource of the platform, but not a human-readable page.
Who's here
The platform has an open API, and through it you can take your own measurement of the audience. On the date of the check the "online channels" method returned 243 channels live and 1659 viewers in total (the request included adult and gaming channels). That is an instantaneous snapshot taken by us, not a claim by the platform and not a daily average.
The "categories" method gives the size of the registered base by topic: the Anime category lists 15,601 channels, Concept Art 3460, Education 195. The numbers refer to channels created, not to active authors.
The home page interface is served in English. The age boundary is set by the terms: «to use Picarto's services you must be 18 years old or older». The privacy policy, however, says something different — that the service is not addressed to persons under 16. The two documents disagree; work from the stricter one.
Getting started
Registration is ordinary, without document checks. A restriction worth knowing in advance: you are allowed to create two accounts; creating more leads to all your accounts on Picarto being blocked.
The account tier is set at sign-up. The free one already lets you go live, receive notifications, follow and gain followers, set up channel subscriptions and take part in multistreams. Paid tiers add features — more on them below, in the section about money.
The stream key and the list of broadcast servers are available through the dashboard and are duplicated in the API: /user/streamkey and /stream/servers.
What you can publish
Creativity in the broad sense is allowed: drawing, sketching, sculpture, music and related pursuits — that is how the terms section on "spicy" content lists them. Games are permitted in gaming mode.
Prohibited, per the text of the terms: broadcasting material that infringes copyright (films and video), racist content, hate speech and any real pornography (photos and video), as well as images of characters and people below the age of majority in spicy situations — the account is banned permanently for this.
Adult content as such is not prohibited by the platform but labelled: the author classifies the channel as NSFW themselves by their own judgement, and such a label does not necessarily mean adult content is present. It is separately noted that Picarto is neutral about content in principle, but its hosting providers are not, so some material is prohibited; the usual practice is one warning before a ban.
Rights to the works stay with the author, but with a caveat: you keep all ownership rights to your content, while Picarto has the right to use it for promotion and display on the site, in showcases and in advertising, including modifying it; the platform will not sell your content.
How to grow
The open growth tools are categories (their make-up and counters are available in the categories API), follows and notifications, and the multistream: the platform lets you run a joint broadcast, and the interface caps the line-up at three participants. The right to create a multistream is a paid feature; a free account can take part.
To liven up the chat there are polls and giveaways; they are listed among the features of the paid tiers together with two banners under the stream. The platform has no advertising dashboard for outside advertisers; advertising on the site is shown to free users and is turned off by a paid tier.
A rule that matters for cross-linking: advertising other platforms that offer similar products and services is prohibited on Picarto.
Path to monetization
Picarto pays authors directly, and the platform's share is stated openly.
Channel subscription. The prices are fixed in the terms: one month — 4.99 dollars, three months — 14.97, six months — 59.88. All subscriptions are one-off: they can only be renewed with a new purchase, the term accumulates, and subscriptions are non-refundable.
The share. PayPal fees and taxes are deducted from the amount, and the remainder is split: accounts on the free and Basic tiers receive 50 % of the remainder, accounts on Premium 75 %, while the membership is active. The same ratio is carried into the tier descriptions: «keep 50 % of subscription revenue» versus «75 %». This is a rare case where the platform's share depends on whether the author pays for their own account.
Payouts. To receive money you need a confirmed and active PayPal account and a fully completed payment details page; without this a payout is impossible. The timing: income is transferred to PayPal after 45 days. The caveat about risk is blunt: Picarto has the right to refund or hold payments, and subscriptions that are disputed or suspended are not paid out.
The cost of the paid tiers. On subscription — Premium 14.99 dollars a month, Basic 2.49 dollars; as a one-off payment Premium is sold as 44.97 dollars for three months, 80.94 for six (with a 10 % discount) and 134.88 for twelve (with a 25 % discount). Payment is accepted through PayPal and by bank card. Membership lasts 30 days from the moment of a confirmed payment and continues until the subscription is cancelled.
Among the other features of the paid tiers the platform names storage of up to 12 past broadcasts, downloading recordings, priority support and no advertising.
Tools and automation
Picarto does have an official API and it is open without an application. The specification describes it as version 1.2.6 with the base address https://api.picarto.tv/api/v1 and a public limit of 30 requests per minute; permanent tokens are issued at oauth.picarto.tv and passed in the Authorization: Bearer header.
The API gives access to the category catalogue, channel details by name and by identifier, the list of channels live, search across channels and recordings, notifications, broadcast servers, the stream key, lists of followers and subscriptions, multistream management, chat settings, notifications and channel flags (adult, gaming) (the list of methods).
There is a contradiction here that you need to know about. The platform's terms prohibit «any automated, semi-automated or manual data collection» and use of the service from a third-party application or site without explicitly granted permission — both under the threat of a permanent ban. Formally this is at odds with the existence of open documentation and a public request limit. How the platform draws the line between permitted API use and prohibited data collection, the terms do not explain.
Of integrations, the platform mentions Streamlabs only on social media; there is no official page about it on the site.
Limits and rules
- Age. 18+ per the terms; the privacy policy names 16 — the documents disagree.
- Accounts. No more than two per person.
- Subject matter. The main part of broadcasts is creativity; games only in gaming mode.
- Content. A ban on pirated video, racism, hate, real pornography and images of minors in spicy situations.
- Chat. Spam and pestering lead to a permanent ban; chat bots are allowed if they do not advertise, do not harass people and do not post pirated content.
- Security. Searching for vulnerabilities without written permission and publishing the vulnerabilities found are prohibited; at the same time a responsible disclosure programme is in place with a promise to reply within 3 business days.
- Account deletion. Here too there is a discrepancy: the terms name 30 days before deletion, the privacy policy 14 days.
- Law. Germany. The terms may change without notice.
Who it's for
It suits artists, illustrators, sculptors and musicians who need a platform with a specialist audience and without competing with gaming channels for attention. It suits those who work with content "on the edge": NSFW labelling is allowed and left to the author's discretion, while real pornography is prohibited.
It suits developers who only need to read data: the API is open and documented. It does not suit building a service that works actively with the platform — the terms expressly prohibit data collection and the use of the service by third-party applications without permission.
It does not suit you if your project lives on reach: our measurement showed 1659 viewers across the whole platform at one moment — that is the scale of a niche community, not a mass service. It also does not suit those for whom PayPal-only payouts are unacceptable.
